Foreign Office, May 27, 1912. GOVERNMENT of India telegram of 17th May: Restrictions on opium at Canton. Sassoons have requested immediate steps to prevent trade in certificated Indian opium coming to a standstill, while native cultivation and smuggling of uncertificated Indian opium is increasing.
Please report whether complaints made to Government of India are well founded, and, if so, what action you are taking.
